A joint motion will be filed at the country's three teacher union conferences today
It would potentially see them take strike action over the change to the vaccine priority list.
Teachers had been due to receive vaccines as essential workers but the list was changed to an age-based model, with the HSE saying it would help speed the roll-out up.
Any industrial action is unlikely to affect the return of schools from the Easter break next week.
CEO of ISME, which represents small businesses is Neil McDonnell, says the Government shouldn't give in to demands by teaching unions:
"The problem is that if the government buckles on this issue, then every interest group will pile in and look for the same, so it is really important that the government holds the line on this issue. We don't view this as an industrial relations issue. We view it as a public health issue."
