Builders say it will take three years for a new plan aimed at helping first time buyers to have any impact

The government is set to announce tomorrow that 50 per cent of new properties will be reserved for those buying their first home
This is in response to investment funds buying up housing estates.
But Irish Home Builders Association director James Benson says change will take time:
"With any policy change, particularly planning. It takes at least three years before that true impact would be known and was actually see the effects in the market. So we need to ensure that within this we're taxing the real problem, and that's not just a symptom of the problem was, it's very difficult at this point in time to see what the true impact will be in the next number of years."
