New bill to allow exhumation of remains at mother and baby homes could damage survivors' chances of knowing what happened loved ones 

That's according to the Irish Council for Civil Liberties, who are before the Oireachtas Children's Committee this morning on the Institutional Burials Bill. 

The committee is scrutinising the proposed legislation and will hear from campaigners including Catherine Corless, as well as the Human Rights and Equality Commission, and a number of forensic archaeologists.

It's believed up to 800 babies could be buried in a mass grave on the site of the Tuam mother and baby home.

Sinead Nolan of the ICCL says the bill won't allow the coronor to carry out inquests: 

"Because it excludes the coroner's jurisdiction and the coroner is the person who investigates the cause and circumstances of death, and because it excludes that jurisdiction, it actually means that that key piece of information around why there was such a high rate of mortality, why people might have died, that piece of information possibly won't be coming through after this legislation."
