Cheaper to repay those who have paid for water then chase those who haven't

The Dáil's been told it may be cheaper to repay those who've paid their Irish Water bills than to chase those who haven't through the courts.
Fianna Fáil's spokesperson on Public Sector Reform was speaking during a debate on the Water Services Bill 2016, which suspends the imposition of water charges while an expert commission is set up.
Deputy Sean Fleming says it would take many months for the courts to deal with those who haven't paid, and the cost involved wouldn't make it worthwhile:
