A public apology may not be enough to stop whistleblower Maurice McCabe from suing the State.
The Children's Minister has indicated her department will say sorry after he was subjected to false sex abuse claims.
The untrue allegations were passed on to Gardaí by Tusla around the time that Sergeant McCabe made complaints of mismanagement within the force.
A legal trial is expected to follow.
The Irish Examiner's Mick Clifford says Maurice McCabe has a strong case, considering the timing of the false reports:
