The full capacity protocol is the hospital's highest level measure for dealing with ED overcrowding and means that additional patients are moved onto wards and hallways and elective surgeries can be cancelled.

Over 300 people a year are dying in Irish hospitals due to the overcrowding crisis, with an Emergency consultant at CUH calling on the government to take a broad approach to tackling the problem by prioritising step down facilities and community hospitals to free up beds.
