Minister defends plans to cut USC

The Finance Minister's defended his plans to cut and eventually phase out the Universal Social Charge.

Michael Noonan's appeared before the budgetary oversight committee, which also heard from Revenue that the cost of abolishing USC is at least four billion a year. 

He says the overall tax paid by workers is too high and he believes getting rid of emergency taxes is the way forward:
