A recently-published HIQA inspection of Gleann Alainn special care unit in Cork found the methods were being used by Gardaí
Gardaí were called to manage some incidents of violence and aggression at the centre.
EPIC says the use of pepper spray and handcuffing re-traumatises and criminalises children.
