The Irish Mortgage Holders Organisation says changing levels of restrictions in some counties put lenders at risk of having to go through this all over again.
Banks will deal with situations on a 'case by case basis' and Finance Minister Paschal Donohoe said this week it should be done in a 'sensitive way'.
