Barrister Adam Wagner says it comes down to whether the encounter last month was "reasonably necessary":

"Was that gathering reasonably necessary for Matt Hancock's work. I just can't see how it could be. The reality is that this was probably illegal under the regulations which Matt Hancock signed into law."
