Simon Coveney says nobody will be made a fool of with regard to water charges

A senior member of cabinet says it'll be up to a special Oireachtas committee to decide if people who didn't pay water charges will be prosecuted.


Simon Coveney says he's no intention of making a fool of people who did pay the fees before they were suspended earlier this year. 

He's been responding to calls for citizens to be refunded  - but says the money that was paid has already been spent on infrastructure.
