Transport Minister: Fully vaccinated people should be allowed to fly internationally without restrictions

Eamon Ryan says when travel re-opens quarantine and testing rules should not apply to those who've been vaccinated.
Cabinet will make a decision on Friday on a timeline for re-opening international travel.
Minister Eamon Ryan says a level of pragmatism will be needed:
"As the vaccination programme is rolled out, and large portions of the population are fully vaccinated, I would like to see this principle applied more broadly in the context of the opening of international travel, ie that fully vaccinated people who do not present an intolerable public health risk for the spread of COVID-19 are not to be subjected to pre arrival testing or quarantine requirements."
