Water charges make waves between political parties

Water charges are making waves between Fine Gael and Fianna Fáil again.

Minister Simon Coveney is refusing to bring in laws on a new system if they don't include charges for wasting water.

That's despite the fact the parties' confidence and supply agreement requires him to introduce legislation to support the system agreed by a special committee.

Many members of that committee say they don't want a charge for excessive use - and Fianna Fáil says it doesn't want any charges.

However UCD law Professor Gavin Barrett agrees with Simon Coveney - he says that position won't wash in Europe :
