It's also asking Charlie Flanagan to tackle overcrowding and wants residents to be moved to appropriate own-door accommodation.
It says it's impossible for those in direct provision to engage in social distancing during the pandemic.
Yesterday it was revealed that a number of asylum seekers living in the centre were relocated to a hotel in Cork after they tested positive for Covid-19.
