Housing Minister defends his position on water charges

The Housing Minister says he's given a "fair and honest" position on water charges.

Simon Coveney is adamant he will not bring legislation before the Dáil if the AG advises it's unconstitutional. 

A majority of the 'Future of Water Services' committee signalled they want the removal of all domestic charges - including a charge for excessive use - but that may be in breach of EU directives.
