It has emerged that the Church only handed over 13% of the cost of the child abuse inquiry and subsequent redress scheme
The Education Minister says the government's hands are tied on demanding religious orders hand over title deeds to properties to pay for the child abuse redress scheme.
Richard Bruton says the 2002 indemnity deal between the congregations and government of the time have closed legal avenues for the present government.
He says all he can do at this stage is try and apply moral pressure.
