An announcement's due later to confirm the final venues for the multi-city European Championship this summer.
Dublin's at risk of losing its games because the government has not guaranteed fans can attend matches.
Wembley Stadium in London and Hampden Park in Glasgow have already said they will operate at a reduced capacity.
Originally, 12 cities were due to stage fixtures.
